First off Dolphin on Android is still fairly new and may not work at all.

Secondly depending on your device it may not even run at any playable speed - you need some pretty beefy hardware.

Thirdly make sure the you have an iso file - you may have to unzip to get it.

Fourth you may need to keep the iso on the internal memory as the emulator may not be able to read from an sd card unless rooted depending on your Android version.

Fifthly please provide more information like the specs of your device and any error messages that may have popped up. Simply posting game no work help please really doesn't help anyone trying to help you.

Most android devices are dual or even quad core but it's the graphics capability and the ram that is pitiful. From what I've read even Nvidia Shield can't run a heap of games on emus that require beefy hardware, and that's a range of android products catering more for gaming compared to general phones, tablets, tvs etc.

    Edit:
I'm guessing phone the OP mentions is from the Philippines (Cherry Mobile)

If it's the 2.0 version the specs are...

    Battery 2100mAh
    SIM Dual Standard
    Display 5” IPS
    Front Camera 2MP
    Rear Camera 12MP Autofocus w/Flash
Memory 4 GB, up to 32GB (Expansion Slot)
    Network Description GSM/GPRS/EDGE, 850/900/1800/1900, UMTS 2100
    Connectivity Wifi b/g/n Bluetooth
    RAM 1GB
    Processor 1.2GHz Quad-Core (Mediatek)
    Operating System Android 4.2 Jellybean
    GPU Power SGX 544
Others Features HD Display, Scratch Resistant, BSI camera

Yeah looked it up myself and even if the emulator was damn near perfect I think the game would only run incredibly slow. That generation of systems isn't exactly a good idea on mobile devices, even though that game doesn't exactly look too demanding and not to mention playing a fighter on a touch screen would be a real pain.
