Everything in the game runs fine until I get into a battle then the game freezes but, the battle music plays.The thing is I can enter battles in Final Fantasy 7 so it can't be my emulator, could it be the rom files?

Are you using epsxe and is the FF8 images you have Redump?
RetroArch is the preferred method of PSX Emulation nowadays, very easy.
If you have any questions on how to set it up on Windows please feel free to ask, its very easy.
Are the .ss0 files important?
Older than you think
Save State 0 = *.ss0 that is usually something that can not be shared between emulators though because it is normally not just the state of the game but also the state of the emulator
