THE BEST METHOD to run PSX games (and everything else for that matter) is via Retroarch - http://buildbot.libretro.com/nightly/
If you have any questions on how to set it up on Windows please feel free to ask, its very easy.
Not in this case, as it's 10 USD on PSN and the cheapest physical copy I can find while looking is 13 USD, not counting shipping. Besides, I already have a black label PS1 copy, so even if every PSN server exploded tomorrow, taking my PC with them and somehow causing my Vita to go up in a small mushroom cloud as well, I can still pop it into my PS2 and enjoy.

*takes a deep breath* I have patched the U.S. rom version of breath of fire 2 on snes with a very good translation mod thats pretty damn accurate given it it's original intro UPLOADED IT TO MEGA FOR EVERYONE TO DOWNLOAD AND UUUUUUUSE!.....did I, miss anything out? (also added the original link to the translation mod so people could read in to it ^^).
