THE BEST METHOD to run PSX games (and everything else for that matter) is via Retroarch - http://buildbot.libretro.com/nightly/
If you have any questions on how to set it up on Windows please feel free to ask, its very easy.

gotta love enemies that can steal massive amounts of money then run away before you can attack

    implied sarcasm.
there's 100 levels to this dungeon but I only need to do 10 to get the item I need I really don't think I could handle all 100 floors especially with those little thieving bastard.s

Personal favourite / least favourite enemy in that "the developers clearly hated you" mould are the Wights from Dungeons and Dragons: Warriors of the Eternal Sun on the Mega Drive. True to the D&D-inspired rules of the game, they can drain levels from your characters with a successful hit. The trouble is that while modern D&D level drain is curable (as it also is in D&D games based on later rulesets, like Baldur's Gate II), the original rules that Warriors of the Eternal Sun drew upon dictated that it was permanent loss of XP. So basically if a Wight hits one of your characters in the game, you lose thousands upon thousands of XP permanently in a single shot, and have to grind back up again. And god help you if they land more than one blow. :'D I think they only appeared in one dungeon of the game, and they weren't hard to kill at all, but I remember my brothers and I would immediately reload from the start of the dungeon as soon as one of them hit us because of just how utterly brutal the effect was.

D&D is a bit vicious. You can get your levels restored in AD&D 2E but, there's a time limit on it.
