:: do you have all bioses pack and latest mame build
and correct set for your version do you audit all games and bioses ???
    there is many things missing
you need CHD image or bootleg (clone of this game)
your version is here but only for mame 0.164
mame has terible thing some games work in one mame version and some not
so there is many mame versions
as user dont look on other sites best sets are here really im user of this site and never have things which not work

im dont know so best way is load entire mame bios pack you can also try MESS which is rework/clone of mame with extra features
steps 1: extract compressed bios pack for your mame/mess version
2: games(roms) and bioses must be in roms folder
    3: audit all
4: run rom or/and make emulator settings like : video resolution, input configuration bla bla ...
    5:make checksum of rom,test if nothing mising(optional)
6: make dat file for detect your rom (optional)
about hash aka checksum use :
    http://code.kliu.org/hashcheck/
    http://implbits.com/products/hashtab/
often when crc are bad rom cant be playable it can be fixed if you have correct checksum and change checksum of your file
of course if you download bad rom (bad copy or file is not 100% complete ) you must download it again
    thats all have fun

    Bios is not the issue

    You need the parent rom...
It is linked on the rom download for the version you went for but I will just link it here
