That's a PSX title, although there is a PSOne Classics version.

Does PPSSPP even support PSOne Classics, seems a bit of a pointless way to do things as that would be running an Emulator inside of another Emulator that will make for even slower emulation as you would be emulating two systems at the same time from a single emulator
PSX games are emulated on the PSP by an Emulator called Pops

Get the PSX version (not the PSone Classic or PSX2PSP version)
Get yourself a PSX emulator, ePSXe if you like
Another option is to go for the arcade version using any Arcade emulator that can handle "CPS2" games, aka Capcom Systems 2 like FBA for example
Both should emulate very well even on slower systems
For something very simple to use, go for the arcade version with FBA
