Don't use winrar use 7zip.
You have a split archive inside an archive.

Extract the split archive from the first part.

I don't emulate PSP I have a real console, so I don't think I can be of much further help.

2. When I open the folder there's a bunch of these files (those are a split archive)

You will want to show the file extensions of known file types in your windows explorer options

Find the rar file and use 7zip to extract from that file (if there is no rar file then look for a r00 file or r01 file instead)

This should give you the iso file you are looking for
