Terranigma problem SNES9x Emulator.

Hello there guys so im trying to play this game Terranigma and it looks great except for the fact that is running at 50 fps. I heard bout the patch and ive done it and on the frame rate counter it still shows 50/50 and I can tell the difference from 50 to 60. Does anyone know what might be the issue? My pc is really good so i dont think thats the issue, im currently using a i7 4790k. Also ive tested using the normal ROM without patch and it looks exactly the same. I download in this site

The text patch works tho. Its just the frame rate is not 60 fps, its still 50 :/ Thanks in advance.

That is from the latest Goodtools set, the rom you want is

Terranigma - 8x16 Font Width v1.0 by MopoZ (Hack) [f1] (NTSC v1.0+Checksum by BFeely).sfc

Goodtools romsets are great for having almost every Translation and Hack in a single archive, No-Intro is great for accurate dumps of carts.
