I Was going to play a game on EPSXE but i notice the black borders. My screen resolution is main monitor 1920x1080 second monitor is 1440x900. I only play games on my main monitor. Is there's a way to fix this?

You will want to use a 4:3 aspect ratio, so try setting your windowed resolution to 1440x1080 along with any option to Keep psx aspect ratio or Use Windowed resolution in Fullscreen mode.
If that doesn't fix it, please post again with what Video plugin you are using as that should help somebody sort your issue.
