Its been awhile but I believe the answer is going to the video plugin menu>HW Hacks>set skipdraw higher than 0.
It also may be a game per game basis but don't quote me on that.

I tried putting random numbers from 1-100 but nothing changes
I ran a quick search and found some info on Tekken 5. They list the cause as resolution set above 1280x1280.
Try setting your resolution lower at a 1:1 ratio and see if that clears it up. Something like 1032x1032 or 1020x1020 might work.
Be afraid. Be very afraid.
Is Texture Filtering enabled?
Turn those off and give it a try again.

I tried tweaking texture filtering but it only reacts if I put bilinear (forced)
now it has BOTH horizontal and vertical ;(
tekken 5 had issues with vertical lines but this is horizontal
kinda similar but it seems it requires different solution
Software not fix this or is that too slow?

So OpenGL solved it eh?
I mostly use the OpenGL Renderer myself as it seems more stable/cross compatible with other OS's and it has working Vsync.
Software rendering is mainly a last resort since its extremely CPU intensive, all the emulation is done via the CPU and the GPU does nothing but give you the video feed, (that's how accurate emulators do it too)

Software = More Accurate but can be slow depending on your CPU
Hardware = Less Accurate but faster rendering depending on your GPU that is

Hardware = GPU heavy
I don't do any PS2 stuff well not via emulation but in general Hardware can make 3D graphics look a lot nicer than Software can
Nothing to do with low end or high end, if anything you need a higher end CPU for Software renmdering
