There is a (semi)working 3DS emulator called Citra, but so far it seems there aren't any ROMs. (Personally, I think there should at least be Pokemon Y - The only 3DS game I have)

Citra is really the only emulator out there - and it's still being worked on. It's made progress but it's still not really capable of playing commercial games I think. Speaking of the games I don't think there are even any proper dumps yet.

Besides the system is still too current anyways.

Apparently Citra needs the ROMs to be in a certain format for it to work. I never payed too much attention and ended up deleting it. And also there are no official builds.

Given that 3DS games are still being made, we'll have to wait for Nintendo's next handheld console before we're able to dump them all.

Well, I don't know. I think the admins MIGHT disagree, but I personally think it would be OK. However, like I said, we may have to wait for Nintendo's next handheld console so that we can make the ROMs (what with the constant updates and new games for the 3DS).

It's still in early stages, I don't think it'll get finished anytime soon.

Citra has working audio and video upscaling now, so things are progressing.
Still better off using a real console with a flashcart or CFW.

The issue with Still-sold Systems having their games dumped is developers still make money off that and they'll gladly go after the site, while older games do get attacked by DMCAs, it's very rare compared to the SNES or ZX Spectrum. Even with Wii games it's a rough territory, that's why there isn't really a official Wii section on the site (and the ISOs are massive even compressed/cleaned, that'd need to be a paid-only section to really get that done).

There are 3DS decrypted dumps out online, but they're typically pay-to-access .Torrent files and take a few days to download a single one. I guess you're out of luck :/
