    The room is not hot,
As I stated I am turning on a fan which stands on ground on my left..

I have set that to Passive and to 100 %, still get ePSXe to consume 30 % of CPU usage.

So I think it's normal for ePSXe? it consumes CPU usage....

Okay, can anyone here try ePSXe and tell me how much CPU usage it consumes by looking at the Task Manager?

    I'll be thankful.

Honestly I can run Mednafen PSX which is way more CPU intensive than epsxe and my Laptop won't start cooking like yours does and my Laptop is a junker.

FYI anything that has to "emulate" is going to need more resources than the average computer program.
THE BEST METHOD to run PSX games (and everything else for that matter) is via Retroarch - http://buildbot.libretro.com/nightly/
If you have any questions on how to set it up on Windows please feel free to ask, its very easy.

Be sure to set the System Cooling Policy back to Active because HEAT. Also, did you check the CPU temp after you tried that?

After playing Castlevania: Symphony of the Night, my CPU usage was 25-29% with ePSXe on 4 core 3GHz APU. Seems normal.

EDIT if you changed the Unplugged setting on Minimum Processor State, you may want to change that back to save power while your laptop is unplugged and not being used. As you said in a previous post, the GHz drop when you are not using ePSXe. This means that Power setting is acting how it should.

Yes, after trying that the temp was still at 70 C.
