Oh boy if I remember right that game requires a trackball to play, ever played the NES version?

Arcade emulation is quite confusing at first, takes a good while to grasp it as arcade roms are not the same as console roms.
THE BEST METHOD to run PSX games (and everything else for that matter) is via Retroarch - http://buildbot.libretro.com/nightly/
If you have any questions on how to set it up on Windows please feel free to ask, its very easy.

You need to download atarisy1.zip and put it in the same folder as marble.zip

needing a trackball is one of the reasons I haven't even attempted this game yet. I don't even know of any good options outside building one of those *-pac devices with a custom controller table (if you have no cabinet), a bit out of my reach. but good to know about the atari zip needing to be in there. I get similar issues with a lot of mame games.

You do not need a Trackball to play this game at all, it is preferable to keep the exp the same as the original game but any analog controlling device should work including a mouse

P.S. you can buy PC trackballs have been able to for years they just never became as popular as mice and touch pads but you can still get them, horrible things they are.

Pug is the only one that hit the mark
