there's NO 'better', use GOOGLE to look up power grid updates/refresh rates. (down to the mains.)
if in USA/JPN, it's 60hz overscan frames refreshed a second.
if in PAL/AUS (NWO test grounds) territories, 50hz refreshes a second.
keep in mind, theres a slightly better dpi on the PAL-EUR setting at this point, but the speed of picture renewals are trimmed by 10 to the 60 = 50hz. (60hz= faster refreshes. 50hz = better dpi clarity, not as fast refreshes a second.)

you never stated platform.
that said, if the emu/hardware allows for change of regional bios, DO IT, to be safe.
align the bios to the region of game played, if the setup allows for it all should be gold.

Generally US is considered "better" because the EU versions more often have Copy Protection. It is simple to work around in most cases, but the US version almost never has that issue.
The US BIOS is SCPH-1001 and you will likely need it since they run at different FPS as stated above.
NTSC is US
PAL is EU
