didn't really pay attention much to it now.. but when i watch other videos on it.. it bugs me... for some reason when I stand still and try to turn a little, croc will edge forward a little.. and according to other videos that doesn't happen? how?

Try with a D-Pad instead of an analog stick
I am going to guess you use stick controls that have a slightly off center so when you go to turn you are hitting forward as well even if it is unintended.
I can only guess as there is very little information given

Croc works perfectly in Retroarch with Digital or Analog controls, fun little quirky game.
THE BEST METHOD to run PSX games (and everything else for that matter) is via Retroarch - http://buildbot.libretro.com/nightly/
If you have any questions on how to set it up on Windows please feel free to ask, its very easy.
I am on the first desert level.... and i need better movements. lol
Croc has awkward tank style controls, If my thinking is right the analog is just that way naturally.
It may take a bit to get used to or you can just switch to digital mode for more precision.
I'm pretty sure its not epsxe that I assume you are using. (FYI Retroarch is far easier and no hassle like epsxe with settings)
