also, if you can tell what country the BIOS is from from the name of the BIOS file, that would be great.

That appears on various PAL PSX games, I highly suggest you use the NTSC variants as they run faster and have less bugs/annoyances like piracy warning.

oh i see, i couldn't recognize what is what in that picture..
is that at beginning of game? sorry but i really cant make heads or tale in ur picture
i never saw anything like that and must have finished game 10 times on pcsx emulator.
i just started again and during cutscene i noticed mgs screen overlapping the custcene in moments.
if that happened to you then its simple matter of configuring plugin properly

Just for the sake of completeness let me ask, do you want this easy or do you want to be screwing with a obnoxious checkbox GUI all day?
PCSX / epsxe = obnoxious checkboxes all day everyday for every game and other annoying issues
Retroarch + the Mednafen PSX core (or PCSX ReARMed core on mobile) = PLAYING THE GAME.
Once Retroarch is set up there is no more screwing with the settings, load a game and play.
