There are 2 main romsets out there No-Intro/GoodTools.

The best 1:1 accurate romset is No-Intro, the Goodtools romset is virtually every known dump and hack/translation under the sun in one 7z archive.

You want the No-Intro romsets, you can just get the entire romset and go into and search "America" or "Europe" and filter out the japan & other asia releases.

If you remind me (via PM/profile message) il post the main console No-Intro romsets.
THE BEST METHOD to run PSX games (and everything else for that matter) is via Retroarch - http://buildbot.libretro.com/nightly/
If you have any questions on how to set it up on Windows please feel free to ask, its very easy.
