I'm having a similar problem getting Super Road Blaster to work. Can someone tell me how the manifest is supposed to be structured in the newest Higan v100 please.

Using vanilla BSNES/Higan is a nightmare, I personally use Retroarch with either BSNES or BSNES Mercury cores and it runs like a dream.
THE BEST METHOD to run PSX games (and everything else for that matter) is via Retroarch - http://buildbot.libretro.com/nightly/
If you have any questions on how to set it up on Windows please feel free to ask, its very easy.
