If it is the Playstation ISO for Rival Schools, have a look on PSXDATACENTER.COM for a working configuration.

I've had good luck with the Mednafen PSX core in Retroarch. It's visually not as smooth as ePSXe or PCSX-R with various enhancements, but the joys of not having mess with plugins are great. Rival Schools works well on my setup.

Indeed, there is no screwing around with the Mednafen core and the enhancements added recently are fantastic for 3D games such as turning up the internal graphics resolution/dithering removal and a speed hack if you ever needed it.

Mednafen is a accuracy driven emulator but thankfully it does not require a fed grade super computer to run like vanilla BSNES.
THE BEST METHOD to run PSX games (and everything else for that matter) is via Retroarch - http://buildbot.libretro.com/nightly/
If you have any questions on how to set it up on Windows please feel free to ask, its very easy.

There's an option for capcom fighting games in the epsxe options. Try turning that on.
