You need to extract the file using WinRAR. It would be easier to do on a computer, then transfer to your phone.

The emulator is telling you that the game needs to be uncompressed. Seeing as you're doing this on your phone you'll need an app for that. A quick search just turned up:

*PSA* Wii Redump collector's can now unscrub ISO files. So scrubbed games can now be verified. You can find the program to do this here

Welcome to the world of emulation/piracy. This is the easiest thing you'll need to figure out, things can get far far more complicated. So figure it out.
Your phone has a directory structure like any PC plainly sets in front of you. Use the app to browse around your phone, find your compressed file, unrar it, and place the game in whatever folder your emulator needs.
