Is there any way for me to transfer my game files off of a regular card with just that, a ds, my computer, and all the stuff that comes with an r4?

Well, when you say "a regular card" what do you mean ?? If its an SD Micro card, then yes coz you do get an SD Micro card reader with your R4 Its very small with a USB male port at one side and a slot for you to insert your SD Micro card at the other side

Which you're gonna need to put the R4 firmware files in the root directory and of course the roms

You mean your save files? Yes! There is a program called savesender and it uses the DS wifi to transmit the save file data from an actual NDS cart to your computer. You have to perform a few special steps to recieve the save data and store it as a file on your computer but so far I've done it to every one of my DS games and it works perfectly (after I pad the save with the program that comes on the R4 disc that is). A link to this program is posted on my "unofficial" R4 review (yes that's right I never really intended for it to be a review but it just evolved into that). Also you can use that program to take your save file from the R4 and transfer it back to the original cart.

What I still want to see is a rom dumper for the R4. Encrypted or not I want to be able to dump my actual purchased games instead of having to rely on scene released roms that may or may not work. I'm still having problems running my rom of Mario Kart DS with DS Download and Play. I guess I'll have to get the no-intro set and see if that copy works but the only times I have to test it are when I go to game crazy and use their preview DS Lite which can boot to the menu still.

Well there are numbered scene releases but the no-intro set has them numbered the same way so it's hard to say. The scene release dumps often have a nfo file talking about the people who dumped it.
