Was this game top-down or sidescrolling? Genre? From what you've said, it sounds like an RPG to me. Of course, that depends on how you interpret a few of the things you've said.

It was most likely RPGMaker 2000 (RM2k). It was never actually free, but there were links all over the place to download it. It was also never released in English, but there was a translation patch.

I'm 99% certain this isn't it, since it doesn't have levels, but was it something similar to this?
