You can pay to enable dev mode and install RA yourself anyway without using this version that has slipped through.

I have a Wind Waker edition console and didn't want to hack it. I bought a console only from eBay for around £25 (can't remember exactly) and hacked that.
I think you can use it on Dolphin. This is an old video so maybe it works better now. You could use it to test the gamepad, then sell it on eBay, they seem to fetch a better price than the console.
