I'd try and find a CRT capable of 1600x1200 in good shape. It would be better than junky LEDs and the like for most anything. Getting a GPU with DVI-I is still pretty easy.

That's problematic. I'd pick up a monitor free or cheap on CL if you can manage it. A Windows license is going to gouge $100ish (unless you can get a deal) out of your budget as it is.
