Sounds like a driver issue to me. Check the device manager to see if it gives any errors.
If a ! or a ? shows up, delete the device and restart windows. Then plug in the PSP again, see if it gets...

It's no longer necessary to ask for an account, just login with the credentials you like to have and the account will be automaticly...

Lineage 2 is based on the Unrealtournament engine and that runs on most systems.
It's an old game, but still fun. I wouldn't worry about system specs.
