I am only doing these cutscenes in the Flash, the game is being done in C and Unity. :)

I just use Adobe flash when it comes to simple/anime pictures, since the colour scheme for most of them is simple. Flash uses vector instead of bitmap, so it is much easy to manipulate the lines.
