(self boot images have atleast 2 sessions on them, bin+cue images only have a single session and are missing the selfboot code, that invloves extracting and hacking the IP.bin and boot.bin of the game, the IP.bin is usually a hidden file aswell)
Anyway just get a copy that is already modded, preferably the jap LE version (it's in english but has bonus material in it)

http://www.epforums.org/showthread.php?50771 should have the US release (I'm resonably sure it is selfboot aswell) but the jap Limited Edition is the best one on the Dreamcast
The only bin+cue images that can be selfbootable are created with imgburn from either a pre burned selfboot (Mil-CD) or a selfboot (Mil-CD) cd image that was mounted
I can do this but it gets confusing even following step by step, that and half the old tools I used to use won't work in todays OS's
bin2boot/bin2cdi/bin2alcohol are all limited and will not work with all games, for those it does not work with you need to make those manually using several tools to calculate and hack a cople of bins aswell as the boot up session (the session that tricks the old dreamcast), it is actually quicker to download a selfboot than to make one
