How to make a New Game + Glitch work for Legend of Dragoon, The?

I can't seem to get the New Game + Glitch to work I have saved my game right before The Super Virage.. An I save it three time's in Slot's 1,2 & 3. In Slot's 4,5 & 6 is my New game in Seles. An In slot's 7,8 & 9 is my New game in Seles beat the Commander an saved the game an when I try to save the game in slot 1 an when the "DO NOT Remove memory card and Turn off the power". came on I turn it off an when I loaded my new game in slot 1 nothing happen I didn't have anything but what I had in slot 4. Can someone help me please...
