Does anyone have a working rom of Mega Man 2: The Power Fighters?

I've been having trouble running this game in MAME as my rom is apparently missing two files:

dl-1425.bin (24576 bytes)
megaman2.key (20 bytes)

Does anyone have a rom with these files anywhere?

Edit: I just realized that I'm a complete tired moron who forgot to add "have" in the thread title, my apologies.

By the way, I've tried running it on two versions of MAME, .158 (which runs games really well for me) and the latest version, .203. Also tried different versions of the game, but none of them worked. The version of the rom I have is "Mega Man 2: The Power Fighters (USA 960708)" (megaman2.zip).
Hopefully, that clears up a bit of confusion.
