No, you have to buy an adapter. I would suggest buying a good one (ie. an actual brand) and NOT the $1 - $2 crap from China.

Here's a link to some info on Bluetooth. If your computer doesn't have it, you're done until you get the adapter.
If your computer has Bluetooth, here's how to find the settings in Windows 10.
It occurs to me that you may be able to use a smartphone as a bluetooth receiver for your computer.
You will need to look up how to use USB tethering, and then enable Bluetooth on your phone and connect your device. I have been using a similar method to connect to a neighbors wifi(with permission). May or may not work with Bluetooth but I think I read an article about using a wireless PS4 controller this way so give it a shot.
