I downloaded the Pokemon Fire Red (U) (Independent) and randomly while playing the game will suddenly think I'm in the safari zone which means that I can't save and I can't use any of my pokemon (I haven't tried battles) and I have to restart my game, sometimes ruining any time I put into it, when I choose retire, I get teleported to Fusia city at the safari zone and since I'm very early game, I can't get out. If this isn't a rom problem I can try using other emulators.

I think you may just have issues with the correct save type not being detected, the above linked fixes that for a number of games, including most the GBA Pokemon games
You can also try the previous release version by Squirrels as copy protection may of been introduced in the version ripped by Independent that was a later revision
Squirrels is the original game release and Independent is Rev1 game release
Later revisions can be for all sorts of reasons but some of those are for copy protection rather than bug fixes or late added features
