I'm new to Dolphin emulation and have downloaded a couple of games in the form of .rar files, and upon opening them they are also filled with .rar files and no .ISO files. How do I go about fixing this?

Sometimes you'll get a double zipped archive. After the first extraction, extract the second set of rar files, you should now have an ISO file.Quote:

I should mention I'm trying to use Dolphin.
Extract from the first part only (in your case that would be rare-ffcc.001). It's a split archive, no need to touch any other parts besides the first one.Quote:
