.dat files
im looking for a utility that can hack/extract ANY .dat files, if this is possible (also... is it possible for their to be a file that can do this? if not, then ill just get individual ones for certain programs). also, i could use one that can hack .dll files... any help is greatly aprreciated

Eh, there is no rule what a .dat file contains. Every program may have its data saved in a .dat file, with no relation to other .dat files besides the meaning of the file: store data. So it is impossible to do a program that could open every .dat file.
As for .dll files, they are executable code, but can contain for example icons and other stuff. IrfanView can open the icons from executable files such as dll, exe and scr. Information about Dynamic Linked Libraries can be seen by right clicking on them and selecting Properties...

meh, i didn't think there was a way to extract any random dat file.... thnx for confirming it wasn't possible, and also clearing up dll files. i used to only make stupid soft mods, until recently.... then i started really hacking into programs when i was bored one day, and started getting into it :D
and while im at it, how do you hack .exe files? ill probably figure it out after work later, but i figured why not ask since your online n stuff

Once upon a time there was a program called "Resource Hacker"
that can view the content of some of the .exe files and .dll
I have used it for some editing on my programs when I lost source.
It allows you to view strings, icons, dialog boxes, menus and all that
you may need, edit them and save to the original .exe, .dll.
note: that it cannot be used for "dirty" things cause it won't allow you
to view (modify) PC opcodes ;)

For that you can always use a hex editor. Hackman rules
