Okay,
1. .rar is a type of compression (like .zip) so you'll have to extract it with WinRAR (I prefer J-Zip because it opens every compression type)
2. If the compressed file isn't a .iso file, chances are you'll have to convert the image file (ex. .img) to .ISO
3. If it is a .iso file than your set =]

It's not always a good idea to rename a file extension. It can sometimes result in a corrupt file. Though chanes are it will probably work under the circumstances given here. There are plenty of programs on the net that can easily convert files for you, like MagicISO and such.
So I have these Roms downloaded for Tales of Symphonia, and one of them has an audio issue, and the other one has weird files within weird files... I'll try and elaborate. (Example of navigation.)

How would I convert all of this to be an .iso that will run on Dolphin?
You should be able to just extract the file and it should extract to a ISO or some file readable by an emulator or burnable to CD. I like to test my ISO images. So I mount them with a virtual drive and test them in a emulator. This is actually usually the only way you can play ISO images, though some emulators you can just load up the image without mounting it. Also, files ending .r00, simply highlight them(select all of them), and right click, you should get an option to extract them into one big file.
It isn't extracting to a readable .iso... I am trying to work with it all a little bit to make some sense out of it, but can somebody point me toward a good Rom for Tales of Symphonia? None of the ones on Emuparadise are working.
Do you keep getting an extraction error? The file may be corrupt. You might have to re-download it or download it from another source. If none of the emuparadise sources are working, you could try SOR or a torrent or something.
There are no errors while extracting it with WinRAR... It just won't become an ISO file... :'(
Have you tried re-downloading it? Otherwise can you share the link to the file?
I haven't tried re-downloading it, but I will do that for sure. All of the links on this page title "Tales of Symphonia" or something rather do not work, The link Tales of Symphonia (Europe) Disc 1 does work, but the audio is messed up and it runs at low fps. (It's not my pc, I know that much.)

It is a very new version of Dolphin, got it a few days ago... I will go download the latest version, and what are graphics and audio plugins? I know audio and graphics work fine for me on other games and videos.
Most emulators need graphics and audio plugins to run games properly and some plugins don't work on certain games. Try downloading different plugins to see if they work.
It still won't work on the latest Dolphin, I am re-downloading the Rom to see if it will fix the audio.
EDIT: How do I download these plugins? Do you mind linking me to some I can dowload?

Okay so i found a good audio plugin for you. It says Tales of Symphonia should work. Heres the link
Now when you downloaded the latest Dolphin it should have come with the best graphics plugin, so try changing some of the graphics/video settings to see if you can get it working.

I don't own any of these links and I haven't made any of these posts/websites. These are just links directing to sites to help fellow EP member.
Before you try anything, what are your PC's system specs? Dolphin requires a pretty high-end system.
It is a stock PC... But I'm confident it is not the issue as it can run the game just fine, only the audio is screwy. I downloaded the file and it is named "totaldb.dsy" and is in the "Sys" folder. Is that where it should be?
I guess you downloaded the emulator with the source code. I looked at their website and downloaded the latest release (7374) and it comes with the source code. What you should do is scroll down until you see "Releases" and get that first link there which is version 2.0. It comes with all the plug-ins you need.
EDIT: wow I should have looked at their page more. apparently, that is the version you want. My bad. Look here for a detailed explanation of how you should configure the emulator.

Quick question, does it still actually say .rar or is it simply showing (if you're using winrar) the icon that programs associated with winrar have? If the latter, it's always possible that it is indeed extracted, and you have the program set to be associated with .iso files.
Dolphin can only run .iso's right? It is really difficult to explain... There is only one .rar file, the rest just have the icon.

I actually had the exact same problem a second ago. I downloaded and extracted Wind Waker, however all I got was a a folder filled with a bunch of files, similar to the ones you described. All i had to do was select all the .rar or .r## files, and extract them to the same place at the same time. All the .rars contain part of the complete .iso you need to play the game. After I extracted them all, I got a playable .iso of Wind Waker.

Did it contain a .sfv file? I have already tried doing this and Dolphin couldn't read it.

I do not understand what I am doing wrong... And once I extract them I can only compress the file.
