The reason why you can't download games is because there are no games to download on the main site.
Read this if you still haven't done it:

The only games available here are at the forums, in the Upload Services subforum.
sad news, I had downloaded my first games on this site 15 years ago.
a big thank you to them for all that made.
it's going to be hard without them to have pc-fx games :(
