Sailor Moon REALLY depends on what release; if it's the US version then it should be safe. If it's the Japanese release, then not so much. Keep in mind, for the US release they did thing like remove some lines from the transformations and edited around breasts. Although I swear to god there was one episode of the US dub on actual US TV that showed Chibi-Usa's nipples in SuperS when she took her top off in-front of that horse.
Unless I just imagined the whole thing. Which may have happened; I MIGHT have been experimenting with Jet at the time.
I'm relatively certain there is no nudity in any of these. It's been some time since I've seen a few of them, I may be incorrect.
Depending on the age of whoever you're wanting suggestions for, I would be cutting a few of these from the list.

2/3 of those are canadian i'm pretty sure and Oban IS half anime (its a colaboration between France 3 (france Trois) and a japanese anime company (i think Toei) just like Wakfu
as for the topic i'm not really sure why you are looking for anime without nudity if its for yourself but this site here lists all anime and their catagories (themes)

if an anime has the theme of "ecchi or Hentai" then it has nudity if it doesnt then its "safe" but COMPLETE nudity is uncommon in anime (minor nudity is common however)
though if this is for a kid wouldnt you also want one with no blood/cussing/major violence? most people say that the violent stuff is worse than the sexual
none of those have full on nudity but they all for the most part have some scenes with characters being naked (covered with hands or Steam or crappy sunlight censorship) or wearing barely any clothes such as Slayers (Naga Mainly) And Louie the rune Soldier and ESCPECIALLY Love Hina
Code Lyoko isn't anime? Wtf? Well I didn't see Totally Spies as an anime but I notice the style basis. Totally Spies is legit.
Ok i just double checked and i was right, Totally Spies is by Marathon and is therefor Canadian (its not the BEST Canadian Cartoon but its still decent) along with Martain Mysteries as for Code Lyoko it is 100% by France Trois so its French not anime
I think i will stick with the more Risque stuff like Dororon Enma-Kun Meramera (watching the original now and they have almost NOTHING in common)

Probably yeh but your question is a bit weird in some way. Anime is basically animation but it is called as so in Japan. The same thing goes to manga, outside of Japan, its rather called as comic but manga in Japan.
Although there are some argument that said anime represent a specific style of animation in which I couldn't denied that. Avatar the Last Airbender is a prime example of anime like cartoon produced outside of Japan. Many peoples consider it as anime while some consider it as cartoon and the other just consider it as anime x cartoon.
anime IS cartoon, in japan itself they don't even differentiate between their cartoons and ours. Dragonball is to them what the flinstones is to us. as for the way we use the word "anime" it refers to any cartoon from japan regardless of style. also i think the term for anime is only used in english given the fact that "anime" is the word for "animation" in many languages especially french
and yes, there are some american shows that follow the japanese style, they are not considered anime but people easily get confused usually because of the similarities or lack of knowledge

Haven't seen any nudity I believe in .hack//Legend of the Twilight. But then again I haven't seen it since cartoon cartoon fridays ended. Came on at midnight lol

I recently finished the original avatar series somethime within the last two months. Legend of korra is legit.

My main problem (and I'll actually give Avatar credit here because it LOOKS decent) is that most all American/Canadian cartoons that have come out in this time look like they were intentionally made to look like a shit covered ass. See: Teen Titans, Xiaolion Shodown, Samurai Jack, anything else on CN in general etc...
What's your point?
