1. There is no definite fastest version, although newer ones usually run faster. (the latest ones can be found here: http://www.dolphin-emulator.com/download.html)

3. I wouldn't expect good framerates with that PC, honestly. You can still give it a shot, though, it's up to you.
4. Never done it myself, so I can't be of much help. For starters, look up a forum specifically dealing with overclocking and ask there.
