Does anyone know of a good sound plugin that can record sound? Eternal SPU can only work with PSEmu, and I think that works a completely different way(like ZSNES and the SPC files).

Eternal SPU works with ePSXe fine, just follow the read me
You can get the player from here you will also need to copy the plugin files in the plugin folder of the player aswell as ePSXe's plugin folder, you can even convert to wav from the player
The Player is called Eternal SPU Player v.1.20 for Windows
