Actually, I'm pretty sure in most cities you can get in trouble (city codes/ordinances and what-not). Of course someone would have to be anal enough to report you but...

Since it varies from city to city I'd assume it's mostly minor. Probably a warning first and a 30 day notice and then like a $250 fine for non-compliance or something.

Oh they can, it's just frowned upon for them to do so. In fact, it's so much of a non-problem that everyone involved in the minor acquiring and drinking the alcohol except the minor will usually get in trouble.
