It's usually the first question that's brought up when a modded car is on sale over here.
There's no reference to a cert...you ask the dude, and he says he just finished the mod and he's selling the car.
More often than not you're buying somebody else's problems (a half arsed job most likely)...otherwise they would've been driving it around for quite some time after modding it.
Not saying it's always the case :P
I'd go the classic car route but I'd quite like ABS and PAS. For my first car at least, I've never driven anything without. :shrug:
Actually, a first gen Subaru Rex would be ideal for you.
