Oh yeah towns/cities have a lot of restrictions. I remember when it was still ok to have an incinerator in your back yard (in towns) for burning all kinds of stuff but it isn't legal now.
BBQs are still legal, not sure about smokers in towns though. Nothing stopping you from burning paper in a wood heater or stove at your house though, people do that all the time.
Even in the country total fire ban periods mean you need a permit to burn stuff...but outside bans it's all cool as long as you follow control rules and also don't burn crap like plastic, tyres etc.
