I agree with Hobbes in that people can't be trusted to do the right thing, so weapons that can kill others should not be permitted, except to the highest of government positions for civil obedience. If you live in a good area, a place where people follow laws, you shouldn't need a handgun to feel safe. If you don't live in a good area like that, you should be focused on leaving the area and not fighting off thugs and other vermin.
