Disc 1 play through needs to be NTSC-U thats all

Having a problem with downloading. It's not even with the strange (German?) language, but I click the Free Download tab, enter the captcha, and then.....nothing. :-/
To be more specific, it says in green letters "Download" along with some German gobbledygook, but nothing happens. Then, when I try it again, it says I reached my max and have to wait an indeterminable amount of time before trying again.
What am I doing wrong?

Okay, downloaded Jdownloader. It comes as a folder.....is that supposed to be like that? How do I find the icon itself to open it up and download the Code Veronica file? Also, it keeps saying the application requires a Java Runtime Environment 1.5.0 -- let me guess, another application I need to download? ARRRGGH!
