I suppose the maniac shooter genre (or whatever it's called) is more general, but the only ones I have seen at all before this one was posted were all by Touhou, so...
Well, here was a link to a demo in a blog I found, but no luck on someplace to buy it. This may be useful, but...how much Japanese do you speak? :angel:
EDIT: Well, if German's your thing, there's this, but not only do I not know how trustworthy or untrustworthy they are, they've overpriced the ever-loving jeebus out of that thing. The makers are selling for ¥1000 at events according to their website, or around €6. Seriously...

Could be Europa Universalis: Crown of the North, but that's just a wild guess.
Sorry, but it's not it. Hmmm, more hints? Well, while it isn't directly a part of the Europa Universalis series, it is definitely closely related, and is from the same people. It basically covers the Victorian era from 1835 to a couple years after the Great War's end in 1920. I think...well, we'll see how those work.
EDIT: I feel sad. I chose it after CM complained about obscure Japanese games in a poorly-worded manner (does that mean obscure Swedish games are fine?), but I didn't intend it to be so difficult. :angel:
Might be Victoria: Revolutions, but that's another wild guess (and my last one for this game).
