Katz.cd and Scrapetorrent.com, most people upload warez they got as a torrent anyway. I have a VMware virtual machine set up to run all my warez and I don't install any of it on a real OS. Save states in case something goes wrong and you're good to go.

The point of downloading from Megaupload over a torrent is that you don't have to connect to peers, you just download it through HTTP from Megaupload's server...

Torrents are blocked on any public connection too.

Generally DLers can't get in trouble. A lawsuit against thousands of people never end in favour of the major company. Uploaders on the other hand, are in more danger of punishment.
