Well I thought he might not be actually dying. He thinks he's dying, but he's got the Q version of dementia or something.
He's kinda gone full circle now. He started off being bad, became an annoying prankster and now he's back to being really bad again.
Well I dunno about being bad. He was being bad seemingly but with a purpose in order to help humanity and has apparently gone against orders or at least snubbed them a bit to help too. But yeah very early on he was presented as a bad guy but that changed within just a few appearances. Even as early as the Borg in season 2 is where the major noted switch is in his character to the positve imo. The Borg were already coming and he gave them a glimpse in order to prepare.

Also, even though I really don't think the powers that be thought that far ahead but counting backwards even Rikers eventual dismissal of the power of Q in the first season could be seen as a test against ultimate temptation which humanity won.
