I agree. It is generally a very bad idea to overclock a laptop. Laptops are built to function properly on factory hardware settings and tend to get hotter due to their slim design that allows only room for one fan and heat sink (the exception being heavily overpriced gaming notebooks with dual cooling). Often CPU speeds of laptops are locked by default and you need to use third-party software to unlock this restriction. Also keep in mind that you will immediately lose the warranty upon fiddling with your CPU clocks.
Turbo Boost, on the other hand, has been implemented and test by Intel and the laptop manufacturer and can be used safely. If the CPU gets too hot, safety systems will automatically downclock the CPU to stock frequency until it has cooled down sufficiently.
