I really didn't like IV. =/ It had a shamefully awful story, easily one of the worst this generation, in my opinion. Jude and Yulie both irritated me immensely, and not a single plot 'twist' caught me even remotely off-guard. About its only redeeming feature story-wise for me was Raquel; it was nice to see a female RPG character that was so far from RPG girl stereotypes. ^_^ It's a shame that the other three party members were all taken from the big book of RPG cliches.
The battle system was nice. Nice enough for me to finish it, but...eh... Even that was ruined by the fact that the battles were way too easy. If the difficulty was bumped up a few notches, it would have been enough to save the game in my eyes. Still had cool boss fights, though. (it's been a while, but I seem to remember really liking the one with the guy who could stop time and walk out of the way of your attacks)
And yeah, if you liked Wild ARMs IV, you'll definitely like V. It keeps most all of the things that were good about IV, and throws away a great deal of what wasn't (it's still a bit too easy, though). Plus it actually feels like Wild ARMs again. That was something that always annoyed me about IV. Without the Wild ARMs title, it could practically pass as any other generic anime-inspired RPG...
