I doubt it was entirely voluntarily. If they wanted smokers anywhere near their money-makers (read: the $1 pokies) they would have had little choice but to move them outside.
Side note: Half the pubs in SA don't have proper beer gardens. They have fenced-in areas meant to simulate beer gardens.

My favorite part of Press Start:
The heroes are after three relics, and each one they find is guarded by a boss. The first relic is guarded by a talking tree, with the Kirby games as it's obvious inspiration. After fighting it for some time to no avail, the tree starts dropping tomatoes. One of the heroes picks one up and chucks it at the tree. "It's working!", he says, as the tree flashes red, like bosses sometimes do when you hit them in old videogames. So the three heroes start chucking tomatoes at the boss. "NO!", he cries. "Why not, we're trying to win!", says one of the heroes, as he continues to throw tomatoes at the tree. The best line ever follows, as the tree sobs "Why must you pummel me with my unborn children?"
Funny stuff.

How about Hansel and Gretel? You could maybe have an adult Hansel revisiting the forest where he and his sister were left as children, after Gretel takes her own life. Perhaps he finds that it's not quite as he remembers it when they were children; that he fabricated the candy house and the story of the witch in order to distract he and his sister from the crushing misery of having been dumped in the forest by their parents. Maybe he eventually comes to the house itself, not made of candy but simply wood, and finds out that the 'witch' wasn't a witch at all, just a nice old lady that he and Gretel murdered and stole from in order to ensure their own survival. But he's suppressed it so deeply and masked it with this silly story about candy houses and witches so that he and Gretel might avert their own guilt.
Or...Rapunzel, maybe...
