Actually, the last 3 episodes are post-climax DVD release extras. But what the story lacks in drawn out character development it makes up for with phenomenal pacing. And suspense. And fun.
Honestly, it's one of the only anime I've scored a 10, up there with Berserk, Wolf's Rain, and Suzumiya Haruhi no Shoushitsu. Just don't expect the paper thin "development" modern slice of life bombards us with; think of it as a really long gangster flick (with occult elements), and you should have a blast.
